Step 5/6 Restructuring
The latest consultation meeting regarding the restructuring of the National Leagues System at Step 5 and Step 6 took place last Sunday at The West Riding County FA offices in Leeds.
Representatives from NWCFL Premier Division clubs were in attendance, and as well as hearing at first hand from FA officials what the outline plans were, had the opportunity to raise any questions and concerns.
As in the briefing meeting for League officials a fortnight ago, it was emphasised that the proposals shown included all current Step 5 clubs, and did not take into account whether or not clubs met the appropriate grading criteria for Step 5.
However, the FA's stated aim is to establish 12 Step 5 divisions each of 22 clubs, and to try and equalise the travelling of clubs at Step 5 as much as possible. To achieve this, it may well be the case that some Step 5 leagues will initially run with more than 22 clubs in the first season following restructuring, season 2013/2014, with further adjustments being made across the country in subsequent seasons to achieve a uniform number of 22 clubs in each Step 5 league.
As far as the NWCFL is concerned, the initial proposals suggest that we will be allocated two additional clubs from the North Midlands area, and League Secretary John Deal said that the League Management Committee were happy with the plans that have been presented so far.
"As we have stated several times over recent months, we do have vacancies in our League, and seeing proposals that indicate we may be allocated two clubs currently playing at Step 5 level elsewhere is obviously positive news for our league.
"However, we have to be mindful that there are still further consultations to be held over the coming months, and of course, we have seen in the past that just one club going out of business further up the Non-League Pyramid can have a domino effect, as club numbers are adjusted in the various leagues across the country and the Non-League Pyramid.
"Also, the new structure is not scheduled to be implemented until season 2013-14, and it would be rather premature to assume that the outline proposals that the FA has presented will be identical to what transpires in around 18 months time.
"None the less, as a Committee we believe that the outline plans are a step in the right direction, and we look forward to playing our part in assisting the FA to complete the restructuring process".
